Subject: Legal Rejection of Unlawful Expulsion and Motion to Vacate the Speaker’s Chair
Dishonorable Speaker,
It is with profound dismay, anger, and unwavering resolve that I categorically reject your unconstitutional, unlawful, and politically motivated expulsion order against me. Your letter (GSH/B11/069125) dated on March 15, 2025, is NULL and VIOD, issued in direct violation of the Somali Constitution, parliamentary procedures, and the fundamental principles of democracy.
Your egregious abuse of power – executed at the behest of President Hassan Sheikh Mohamud and his corrupt associates (Minister of Education, State Minister of Foreign Affairs, Minister of Finance, Minister of Planning and Governor of Central Bank) – is a direct attack on the legitimacy of the Federal Parliament. Instead of upholding the law and serving the people, you have reduced yourself to an agent of Villa Somalia, exchanging parliamentary integrity for personal financial gain.
Your unlawful decree disregards the very foundation of Somalia’s legislative framework, including but not limited to:
1. Article 69 of the Provisional Constitution, which safeguards the independence of Members of Parliament and prohibits coercion, intimidation, or expulsion without due process.
2. Article 70, which states that any disciplinary action against an MP must be subject to formal motion, parliamentary debate, and 2/3 a majority vote – a process you blatantly ignored.
3. Article 71, which grants MPs legislative immunity from precisely the kind of executive overreach and political persecution you are engaged in.
4. The Rules of Parliamentary Procedure, which unequivocally deny the Speaker any unilateral authority to expel a sitting MP without parliamentary approval.
Your reckless disregard for these provisions is an unprecedented breach of duty. By violating the Constitution and the rules of Parliament, you have effectively forfeited any moral, ethical, and legal claim to the Speaker’s chair.
Your illegal expulsion letter is merely one example of your broader pattern of corruption. Your illegal decision is nothing more than a desperate attempt to eliminate a legislator who has refused to be bought, silenced, or intimidated. Your illegal expulsion is a direct consequence of my fearless support of President Donald J. Trump and investigations into:
1. My unwavering support for President Donald J. Trump’s decision to suspend foreign aid to Somalia, which directly threatened the corrupt networks under the leadership of President Hassan Sheikh Mohamud looting these funds.
2. My exposure and support of security failures at Mogadishu International Airport, which embarrassed President Hassan Sheikh Mohamud, the Somali government and foreign actors complicit in security lapses.
3. My high-level policy meeting on Thursday March 6, 2024 “Current Assessment on Somalia Situation” with senior Trump Administration officials – from the Department of State, Department of Defense, Department of Homeland Security, and Department of the Treasury – where I provided a frank, uncompromising assessment of Somalia’s situation. My oversight findings were well received and were asked the tough questions that Villa Somalia does not want to be addressed.
4. My engagement on April 2024 with the World Bank Integrity Vice Presidency (INT) on corruption investigations case against all World Bank Projects (US $1 Billion) and their request for face-to-face meeting with me, which further threatened the financial interests of those exploiting Somalia’s wealth.
5. Facilitating the illegal sale of land occupied by internally displaced persons (IDPs) to business elites connected to Villa Somalia – including your own relatives.
6. Protecting those involved in human trafficking and immigration fraud, where fake diplomatic passports were sold in exchange for bribes, leading to asylum fraud in the U.S., UK, EU, and Canada.
7. Colluding with corrupt officials to misappropriate $127 million in Global Partnership for Education (GPE) funds and $100 million in Green Climate Funds (GCF).
8. Allowing millions of dollars to be smuggled weekly from Mogadishu International Airport to Kenya, Turkey, Djibouti, Tanzania, and Dubai – facilitated by the President that you protect.
9. The Governor of the Central Bank of Somalia confessed to CBS (Central Bank Somalia) officials that he and the Minister of Finance paid bribes you Mr. Speaker to facilitate Dr. Abib’s illegal expulsion. Three CBS officials are prepared to sign notarized affidavits confirming this, provided they receive protection.
10. The state minister of Foreign Affairs used his authority to issue fraudulent visas for individuals linked to the Speaker and others, facilitating illegal immigration to the U.S., EU, UK, and Canada. These individuals filed false asylum claims, misusing diplomatic influence. The state minister also appointed his brother-in-law as Somalia’s Ambassador to Cuba, turning the Somali Embassy in Havana into a visa-selling operation. Cuban visas were sold for $25,000 per person, enabling migrants to travel to Mexico and attempt illegal entry into the U.S., creating a serious security risk for both U.S. and Mexican citizens. The state minister, a U.S. citizen, has betrayed his oath and should have his U.S. passport revoked for endangering American national security.
11. Initiating formal legal proceedings against the President at the UN Human Rights Committee (UNHRC) for President role in the illegal eviction of 117 internally displaced persons (IDPs) from the National Expo (Carwada Qaranka). These vulnerable citizens were forcibly removed from their homes, and their land was sold to business elites, including your associates. Since Somalia is a signatory to the UN Human Rights Protocol, the UNHRC’s ruling will be legally binding.
These crimes will not go unpunished. I will ensure that you are held accountable through legal action both domestically and internationally.
On the very day (today) you issued your illegal expulsion order, Members of Parliament were waiting in your office for a scheduled parliamentary meeting, yet you were absent. Instead, you were meeting in secret with President Hassan Sheikh Mohamud at Villa Somalia, where you were compensated from stolen public funds to execute this politically motivated attack.
1. How much were you paid to betray the Constitution and the dignity of Parliament?
2. What price did you place on your integrity and the democratic process?
3. How does it feel to be remembered as the Speaker who sold out the Somali Parliament to serve the interests of a corrupt regime?
Your unconstitutional expulsion of an MP is not an isolated incident (you have illegally expelled two members of parliament during your first Speakership term) but rather a desperate and coordinated conspiracy to silence my relentless exposure of high-level government corruption, fraud, and illicit financial schemes.
You stand as a central figure in a web of misappropriation, abuse of office, and criminal collusion, the extent of which is staggering and impeachable:
1. More than $5 million looted from the Parliamentary Account, siphoned through fraudulent schemes and funneled into personal real estate investments in Kenya and Turkey.
2. Nepotistic appointments, including your daughter’s illegal placement on the Board of National Statistics, earning a salary of $5,000 despite lacking the requisite qualifications.
3. The brazen expropriation of land belonging to evicted internally displaced persons (IDPs), orchestrated for personal financial gain.
4. A cover-up of financial fraud involving the Permanent Secretary and the Parliamentary Whip, who have facilitated embezzlement and money laundering at the highest levels.
Your legacy will not be one of statesmanship or leadership – it will be one of corruption, dishonor, and complicity in the destruction of parliamentary democracy. Since you have brazenly violated the Constitution, parliamentary procedures, and the fundamental principles of democracy, I am immediately initiating a motion to vacate the Speaker’s chair.
Your actions have made it clear that:
1. You no longer serve the interests of Parliament or the Somali people, but rather those of the President and his corrupt inner circle.
2. You have irreparably damaged the integrity of the Speakership by abusing your authority to suppress dissent and obstruct justice.
3. You have lost the confidence of Members of Parliament and cannot be trusted to preside over legislative affairs with fairness or impartiality.
This motion will be filed without delay, and I will call on my fellow Members of Parliament to restore the dignity of this institution by removing you from the office.
You have shamed your office, betrayed the Somali people, and brought disgrace to Parliament. While you may believe that power and money will protect you, the tide is turning against corruption.
This letter serves as formal notice that I reject your unlawful expulsion order in its entirety and that:
1. I am filing a motion to remove you from the Speakership immediately.
2. I am initiating formal legal action at the UNHRC for your role in human rights violations.
3. I am working with international oversight bodies to expose and sanction your corruption.
4. I am demanding a full parliamentary inquiry into your financial crimes and abuses of power.
Your days of unchecked corruption are over, and history will judge you accordingly.
