Mogadishu, (Idil News) — A federal lawmaker accused allies of President Hassan Sheikh Mohamud on Wednesday of diverting national security funds to pay clan-based militias in Puntland, undermining efforts to combat ISIS militants in the region.
Abdullahi Farah Mire, who represents Puntland’s Bari region, told Somalia’s parliament that clan militias in the strategic cities of Bosaso and Garowe are being paid through the federal payroll. He argued the funds should support the Somali National Army’s fight against extremist groups like ISIS, particularly in the Cal Miskaad mountain range.

Certain politicians within the government are organizing clan militias in Puntland, particularly in the cities of Bosaaso and Garoowe. Notably, these politicians are friends of the President of the Federal Republic of Somalia, Hassan Sheikh Mohamud. This situation implies that instead of supporting the national campaign, the president has favored these individuals by allowing the clan militias they have formed to manage the biometrics of the Somali National Army. As a result, HSM has acknowledged these gathered clan militias as equivalent to the national army.
I am currently fasting, and I see no reason to distort the truth. The harsh reality that must be articulated for all Somalis to hear is that the most effective approach to governance is uniting forces against terrorism. Unfortunately, today’s distressing news reveals that the [HSM government] is actively undermining the Puntland campaign. Instead of collaborating with those who are jeopardizing this initiative, the president should take a firm stance against them. Meanwhile, certain politicians are celebrating in the city, as their clan militias are being integrated with the SNA biometrics and have begun receiving salaries. This is happening while the Macawisleey communities and our national forces, who have sacrificed so much for our peace, are denied their rightful compensation. It is disheartening to see payments being made for a conflict in which they have no involvement.
Honorable Chair, I would like to conclude by emphasizing that before imams lead the Salah, they remind the congregation to stand straight and in harmony, for the sake of Allah, to be close to one another and to fill any gaps. The president is responsible for conveying to the nation the importance of standing united and equitably, fostering unity among the Somali people, and avoiding any actions that might raise suspicion within the community. Moreover, segregation and sanctions should be removed based on particular political targeting that block education, health, water, and development in parts of the country.
The statement we are tasked with communicating emphasizes the importance of not politicizing the fight against terrorism. It calls for a unified national effort to combat these threats collectively.”
Puntland, a semi-autonomous state in Eastern Africa has been a key battleground in the fight against ISIS insurgent.
